What We Offer
The County of Ventura offers an attractive compensation and benefits package that includes:
- New Hire/Retention/Referral Incentives New hires may be eligible for a one-time New Hire Incentive subject to the applicable section of the Management Resolution.
- A general salary increase of 4.0% effective December 24, 2023 and 3.5% effective December 22, 2024.
- Educational Incentive for completion of an associate degree (2.5%), bachelor's degree (3.5%), OR graduate degree (5%).
- Annual Leave Accrual: 208 hours per year, increasing to 288 hours after 5 years of service.
- Annual Leave Redemption: The ability to "cash in" or redeem up to 100 hours of Annual Leave per year. A candidate selected for this position will earn 208 hours per year, increasing to 288 hours after 5 years of service.
- Deferred Compensation: 401(k) Shared Savings Plan and/or Section 457 Plan, with up to a 3% match on your 401(k) contributions.
- Health Plans: You are afforded an annual flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans.

- Pension Plan: Participation in the County's defined pension plan, which has reciprocity with CalPERS.
- Bilingual Incentive: Proficiency levels by exam are $.65 per hour (Level I), $.80 per hour (Level II), or $1.10 per hour (Level III).
- Holidays - 12 paid days per year, which includes a scheduled floating holiday.
Our County and Community
Ventura County is located on California's "Gold Coast," approximately 35 miles northwest of Los Angeles and 20 miles southeast of Santa Barbara. Ventura County is a "general law" county, governed by a five-member, elected–by-district Board of Supervisors. The Supervisors appoint a County Executive Officer (CEO) to oversee the County budget, day-to-day operations, and to advise, assist and act as an agent for the Board of Supervisors in all matters under the Board's jurisdiction.
County Executive Office
The County Executive Office is responsible for the recommendation and/or implementation of Board Policies, the preparation and administration of the County budget, the recruitment and retention of a high-caliber workforce and the negotiation and administration of contracts with a number of Labor Organizations. The CEO’s office also has extensive interactions with the local cities and other public jurisdictions within the County as well as representatives of the state and federal governments. In conducting business, the CEO’s office strives to provide high-quality services in a fiscally prudent manner, while consistently fostering a culture of collaboration among agencies to better integrate and coordinate services, and actively promoting diversity, equity, and inclusion to reflect and engage the community.
The Position
The Office of Diversity, Equity, and Inclusion (DEI), within the County Executive Office, serves to advance DEI goals across the County government through collaboration, policy change, inclusive engagement, and capacity building. Its main focus includes the following:
- Advance racial equity in all aspects of County operations;
- Develop and oversee county-wide and agency and department-level DEI Action Plans;
- Provide guidance, education, and technical assistance to all departments/agencies as they develop sustainable methods to build DEI capacity and long-term sustainability;
- Work to resolve issues rooted in bias and discrimination through research, education, and partnerships;
- Build community partnerships and alliances to promote equity and inclusion within Ventura County and throughout the region in order to achieve equitable outcomes for all.
The Successful Candidate
The ideal candidate will have a background in youth equity programs and services, and have strong data analytical and qualitative capabilities, including transferring data into compelling stories through reporting tools, developing, and managing diversity, equity, and inclusion programs, organizational development, and/or related regulations/law, and will excel at establishing and maintaining partnerships that drive equitable outcomes. The successful candidate will also be able to actively engage key internal and external stakeholders at all levels to foster behaviors, attitudes, policies, and initiatives that support youth equity efforts. PAYROLL TITLE: Senior Program Administrator
The Senior Program Administrator is a Management classification and is not eligible for overtime compensation.

Examples Of Duties
Duties may include, but are not limited to:
- Operationalize a racial equity lens to guide leadership and key stakeholders providing youth equity efforts to break down a complex problem or situation into a logical structure.
- Effectively assesses project needs and identifies potential solutions, tools or resources to advance the work.
- Builds surveys, conducts interviews, and performs additional research.
- Collects and analyzes qualitative and quantitative data to identify insights that help inform recommendations to partners/sites/stakeholders.
- Synthesizes findings and presents data in an organized and logical manner.
- Convenes and/or participates in various collaborative meetings on a broad scope of initiatives intended to advance youth equity.
- Engages and listens to youth across the county and various youth-serving organizations to inform initiatives and policies.
- Collaborates to plan youth-relevant meetings, conferences, summits, and convenings for Ventura County.
- Supports work with cross-sector system stakeholders and community stakeholders to bring data, research, and insights to life to share critical information with clients/partners/sites/funders.
- Collaborates with project leads to build approaches to communicate and facilitate conversations with partners to determine the right solutions that support the goal.
- Collaborates with leadership and key stakeholders to work on management and communications, including drafting email correspondence, planning and developing annotated and public agendas, check-ins, and strategizing on approaches to facilitation and crucial stakeholder conversations to achieve project deliverables.
- Serves as a project manager to establish and manage project plans to ensure that the team stays on track with project scope, budget, and timeline and document the process, impact and outcomes for all projects including reports and communications efforts to a broad scope of audiences.
- Manages operational funding and supervises support staff.
- Performs other duties as assigned.
Typical Qualifications
These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, and EXPERIENCE
Any combination of education and experience which has led to the acquisition of the required knowledge, skills, and abilities. An example of the required knowledge, skills, and abilities can be obtained by the following :
A bachelor's degree in business or public administration, criminal justice, health administration, economics, social work, psychology, social sciences, or an ethnic-studies applied research-related discipline and two (2) years of experience in diversity, equity and inclusion or social justice related work.
Additional experience may substitute for the educational degree on a year-for-year basis.
NECESSARY REQUIREMENTS
- Some experience with supervision
- Experience working with and understanding disaggregated data
- Experience developing equity-informed, community-centered solutions and participating in diverse collaborative partnerships
KNOWLEDGE, SKILLS and ABILITIES
Thorough knowledge of:
- Principles, practices, trends, and research related to diversity, equity, and inclusion
- Understanding of racial and social justice issues, including issues affecting people of diverse racial, ethnic, cultural, and socioeconomic backgrounds
- Principles and practices of policy development and implementation
- Principles of organizational learning & development
- Applicable Federal, State, and local laws, rules, and regulations
- Principles of program evaluation
Skilled in:
- Analytical thinking and written and oral communication
- Facilitation, especially leading the race and social justice conversations using varied techniques such as issue clarification, idea generation, dispute resolution, and/or consensus building.
- Strong data analytical and qualitative capabilities by the ability to collect, develop, assess, synthesize and report information into compelling stories utilizing reporting tools; and drawing conclusions on insights that should inform solutions.
- Project management and organizational change to plan, prioritize, multi-task and independently execute projects/tasks with specific deadlines while maintaining flexibility
- Presentation skills with tools to create and deliver compelling and high-quality training programs such as MS Publisher, PowerPoint, Adobe, and Microsoft PowerBI.
- Program evaluation
- Exercise excellent interpersonal and collaborative abilities across multiple work levels to influence and persuade positive change
- Communicate clearly and concisely, both verbally and in writing
- Establish and maintain effective working relationships
- Thrive in a solution-oriented, collaborative, results-based, continuous learning environment and within a dynamic, team-based structure, engaging in multiple projects simultaneously

TRAINING and EXPERIENCE EVALUATION – qualifying: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.
NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence.
ORAL EXAMINATION - 100%: A job-related Oral Examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which the job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
If there are three (3) or fewer qualified applicants, an oral examination (or Training & Experience Evaluation) will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
ELIGIBLE LIST
Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary, Fixed-Term) for this position or similar positions only. There is currently one (1) Fixed Term vacancy within the County Executive Office. Note: A Fixed-Term position is an allocation established for a limited duration; Fixed Term employees are eligible for the same compensation and benefits as Regular employees.
