Safety and Emergency Management Analyst
Public Works Maintenance and Parks and Open Space is looking for a motivated team player to join their Management Team.
The Safety and Emergency Management Analyst is responsible for the management of a comprehensive safety program for the Public Works Maintenance and Parks and Open Space Divisions to minimize the risk of injury or illness. Major duties include program planning and coordination, program evaluation/continuous improvement, policy and procedure development, training and testing, inspections, hazard identification and analysis, safety consultation, and influencing the safety culture. Also is an active member of the Public Works Emergency Management Program Team.
May occasionally assist other Public Works Divisions and City Departments on safety-related issues. Works closely with the City’s Risk Management staff including the risk/liability, employee and public safety, workers compensation, and health and fitness.

Salary Range: $38.84 - $50.49 / hourly; $80,787.20 - $105.019.20 / annually
The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA).

Additionally, this position is responsible to respond during PW-involved emergency events, and may be on-call during the duration of the emergency response.
Examples of Duties Performed - Duties may include but are not limited to the following:
- Develops, coordinates, implements and evaluates safety programs, policies and procedures in accordance with local, State, and Federal regulations, such as Oregon OSHA regulations and with an emphasis on continuous improvement.
- Leads City-wide programs for Public Works Department such as Bloodborne Pathogens, Confined Space Entry, Fall Protection, Hazard Communication, Lockout-Tagout and Respiratory Protection.
Performs research and analyzes technical information to ensure adequacy of safety related functions and programs within the Public Works Department; manages and directs complex special projects and programs that involve research, analysis, recommendations, and reports in regard to employee safety, with an eye toward best management practices. - Leads current effort through Oregon OSHA Safety Health Achievement Recognition Program (SHARP).
- Develops, coordinates and implements a variety of safety or emergency management related training such as required trainings, job specific safety training and new procedure or policy training; Ensures documentation of training in coordination with Human Resources/Risk Services staff and office staff; Monitors training requirements for compliance with required training.

Qualifications

A typical way to obtain the knowledge and abilities would be:
Experience
Two years of professional experience in program administration, preferably in the public sector. Some supervisory experience preferred.
Training
Equivalent to a Bachelor's degree from an accredited college or university in the assigned program area, with preference for major coursework in Occupational Safety and Health, or Risk Management.
License or Certificate
A valid Oregon driver’s license or, the ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).
